NNS510. USS Wasp to Relieve USS Inchon Off Haiti
NORFOLK (NNS) -- Several Atlantic Fleet ships, commanders and
staffs assigned to Haiti contingency operations will be relieved in
the coming weeks and return to their homeports for crew rest,
training and ship maintenance.
USS Wasp (LHD-1), and USS Nashville (LPD-13) departed their
homeport of Norfolk, Va., Aug. 11, en route to the Caribbean to
relieve the USS Inchon (LPH 12) Amphibious Ready Group, including
USS Spartanburg County (ST 1192), USS Portland (LSD 37), USS
Trenton (LPD 14) and the embarked 24th Marine Expeditionary Unit.
Commander Cruiser Destroyer Group TWELVE, RADM William H
Wright IV, embarked in USS Wasp, will relieve Commander Second
Fleet, VADM Jay L. Johnson, embarked in USS Mount Whitney (LCC 20),
as Commander Joint Task Force 120, who is charged with overseeing
joint force operations in the Caribbean associated with Operation
Support Democracy.
A special purpose Marine Air-Ground Task Force (SPMAGTF)
will embark USS Wasp and USS Nashville in Morehead City, N.C., on
Aug. 12. The SPMAGTF, known as SPMAGTF CARIBBEAN, is comprised of
approximately 1,800 Marines and Sailors.

NNS511. HIV/AIDS Education Mandatory
WASHINGTON (NNS) -- All Navy personnel are required to receive one
hour of Human Immunodeficiency Virus (HIV) and Acquired Immune
Deficiency Syndrome (AIDS) education by December 1, 1994, according
to SECNAV Notice 5300.
The Assistant Secretary of the Navy for Manpower and Reserve
Affairs Frederick F. Y. Pang in May directed the training to help
prevent the spread of this disease and dispel myths and
misconceptions associated with the disease.
This initial training focuses on modes of transmission and
prevention of HIV infection. It is most effective when conducted
as facilitated lecture and discussion in groups of no more than 25,
under the direction of a certified HIV/AIDS instructor. The Bureau
of Medicine (BUMED) sponsors a program to certify instructors in
this critical area.
In addition to certified instructors, commands have access to
interactive or linear video presentations to meet the training
requirement. Training resources are available from local Navy
medical treatment facilities, Navy chaplains, legal services,
American Red Cross, local community organizations and the Center
for Disease Control's National AIDS clearinghouse (1-800-458-5231).

Personnel Notes
NNS512. Housing Policy Changed to Accommodate Homeport Changes
WASHINGTON (NNS)--Active duty Sailors and their families attached
to a ship or aviation squadron facing a homeport change may now use
the date on the "certificate of homeport change" to get on the list
for base housing at the new homeport.
Families who qualify must contact the Housing Welcome Center
at the new base to ensure that the priority date is given to them.
"Families sometimes face additional moves during a single tour due
to homeport changes caused by base realignment and closure. This
change in policy will help to alleviate some of the stress these
families face during their move," said CDR Diane Lofink, Deputy
Director for Housing at the Bureau of Naval Personnel.
In addition, Sailors who have orders to a ship or squadron
that has not yet executed the homeport change, but the orders name
the new homeport, will be allowed to move their family directly to
the new homeport. In these cases, the Sailor will be able to get
on the housing list on the date of detachment from the previous
command.

NNS513. Detailers Visit The East Coast
WASHINGTON (NNS) -- In a continuing effort to provide the best
possible service to Sailors, the Bureau of Naval Personnel is
sending out detailers to several locations on the East Coast.
Enlisted detailers will be in Norfolk, Va., on Aug. 22-24.
Enlisted aviation and surface detailers will be available on Aug.
22-23. The aviation point of contact (POC) for the 22nd is Chief
Career Counselor (AW/SW) Williams at DSN 433-4029, commercial (804)
433-4029 and Chief Career Counselor (SW) Fleenor at DSN 564-4495,
commercial (804) 444-1153 for the 23rd. The surface POC is Senior
Chief Career Counselor (SW) Smith and Chief Career Counselor Petry
at DSN 564-4186 or 564-4980, commercial (804) 444-4486.
Enlisted detailers will be in the Jacksonville, Mayport and
Cecil Field, Fla., area on Aug. 26. POC is Senior Chief Career
Counselor (SW/AW) Rahme at DSN 960-5951, commercial (904) 270-5951.
The detailers will be working primarily with Sailors whose
Projected Rotation Date (PRD) is within the next six months.

NNS514. Sexual Harassment Prevention Handbook Available
WASHINGTON (NNS) -- The Commanders' Handbook For the Prevention of
Sexual Harassment is now in the mail, and will soon reach Navy
commands. It has been available electronically on both BUPERS
ACCESS, the CNO's Navy Leadership Policy Bulletin Board (NLPB) and
through the INTERNET on the Navy Public Affairs Library (NAVPALIB)
since April 1994 (see NAVNEWS 024/94 and 039/94).
The Commanders' Handbook is a one-stop resource for the
Commanding Officer, or any Sailor in a supervisory position, to
reference the Navy's training materials, instructions and policies
related to the preventing of sexual harassment. The book, compiled
by a team of experts, contains useful information for almost any
situation dealing with sexual harassment.

NNS515. Retiring Personnel Eligible for Presidential Certificates
WASHINGTON (NNS) -- Personnel retiring from the service are
entitled to a Presidential Letter or Certificate of Appreciation
signed by the Commander-in-Chief, President Bill Clinton.
Military members retiring with less than 30 years of service,
including those retiring under the Temporary Early Retirement
Authority (TERA) or 15-Year Retirement program, are entitled to
Presidential Certificates of Appreciation. Certificates are
automatically generated by the Bureau of Personnel (Pers-274) when
a member requests retirement or transfer to the Fleet Reserve.
For 30 year vets to receive a presidential letter, requests
should be sent on command letter head to the White House Liaison
Office, Office of the Secretary of the Navy, The Pentagon, Room
5E725, Washington, D.C. 20350-1000 or requests can be faxed to
(DSN) 225-0699 or (703)695-0699. Requests should be submitted 60
days prior to a member's retirement.

NNS516. Women Assigned to Mobile Construction Battalions
WASHINGTON (NNS) -- The Navy's Mobile Construction Battalions are
moving ahead to full integration, with more than 115 women officers
and enlisted personnel under orders to all eight battalions.
By the end of August, seven of the eight battalions will have
at least one female officer and chief petty officer assigned.
After the senior female integration, battalions initially are
expected to have approximately 45-60 women assigned to both the
construction and fleet ratings.
As a result of the Navy changing to gender neutral recruiting
in May 1994, the number of women in each battalion is expected to
rise as the number of women in the Navy expands.

The Navy is working really hard. We must also pick and choose
where we are based on what's most important. When there's a real
crisis the Navy will be there. When we need forward presence, the
Navy will be there, but we may have to be a little more creative
and flexible in how we do things. Right now we're still able to
maintain our OPTEMPO/PERSTEMPO and that's what we're going to do.
I think its very important to keep deployments to six months or

Salute to Excellence
NNS518. Navy Helps Families Recover From Fire Loss
NORFOLK, Va. (NNS) -- When several families from the Naval Base in
Rota, Spain, lost their personal property shipments in an off-base
warehouse fire, the Navy arranged to fly them back to CONUS on
permissive TDY to facilitate their buying replacement furniture and
household goods.
On Aug. 6, 20 people, including seven children, traveled to
Norfolk on a Navy aircraft to begin a two-week journey of putting
their lives back in order.
The Navy Exchange Service Command (NEXCOM) provided rooms at
the Norfolk Navy Lodge and worked with the Hampton Roads Council of
the Navy League to provide courtesy cars, cellular phones and a
variety of discount packages from local stores along with free
meals and tickets to area attractions.
"We have a tradition in the Navy of taking care of our own,"
said RADM Jack Kavanaugh, commander of NEXCOM. "When something
terrible like this happens to our people, we're going to take care
of our shipmates."
"I've been in the military for 11 years, and I've never seen
anything like this, in any service," said Air Force Sgt. Sally
Carillo, assigned to Defense Courier Service in Rota, who was
joined in Norfolk by her husband and two sons. "My hat's off to
the Navy."
The families' purchases will be packed up and forwarded
directly from Norfolk to Rota aboard USNS Saturn, a Military
Sealift Command cargo ship.

NNS519. MCPON Visits Sailors in Hampton Roads
NORFOLK Va. (NNS) -- Master Chief Petty Officer of the Navy
ETCM(SW) John Hagan visited the Hampton Roads area July 31 through
Aug 4, talking with many enlisted Sailors in the region. In 3 1/2
days, he visited 9 different ships and held all-hands briefings for
Sailors at 11 other area commands.
He spoke about various "hot" issues currently concerning
Sailors, such as rightsizing, fraternization, the prevention of
sexual harassment, the new health and physical readiness policy and
the impact of pregnancy on sea duty. Afterwards, he fielded
various questions from the Sailors in attendance.
"The only reason I travel is to hear your questions and
comments and to find out what your perceptions are about how we do
things and what we're doing," Hagan said. "Then I put all of that
together. It does provoke action."

NNS520. Navy Working to Save Indian Cave Drawings
PT MUGU, Calif. (NNS) -- Navy archaeologists are working with
several private museums to save ancient Nicoleno Indian rock art in
a sea cave on San Nicolas Island, a small island off the coast of
Southern California that is owned by the Navy and serves as a
missile radar tracking facility.
The several-hundred-year-old drawings of sharks, whales,
swordfish, dolphins and fish are in danger of being lost forever
due to wave action, humidity, erosion and algae growth on the
pourous sandstone cave walls.
"It's in such a wet environment, generally, that there's a lot
of algae growth, and the sandstone itself is very soft," said Steve
Schwartz, command archaeologist and Head of the Natural Resources
Office at Naval Air Weapons Station (NAWS) Point Mugu, Calif. "It
is causing the sandstone to dissolve."
The J. Paul Getty Museum and the Santa Barbara Museum of
Natural History are contributing to the effort to record detail of
the rock art, using drawings, tracings, and photography to preserve
the endangered artwork.

NNS522. Women F-14 Pilots get Carrier Quals
ABOARD USS CONSTELLATION (NNS) -- A Naval Air Station Miramar Naval
aviator became the first fully-qualified female F-14 Tomcat pilot
July 31, concluding a five-day training exercise on USS
Constellation (CV 64).
Lt. Kara Hultgreen, 28, made the first qualifying landing, or
trap, her 21st of the exercise, in an F-14A while USS Constellation
conducted flight operations 110 miles southwest of San Diego. LTJG
Carey Dunai, 25, also in an F-14, became the second to reach the
milestone with her qualifying trap moments later.

NNS523. Infant Carriers Sold by AAFES Recalled
DALLAS (NNS) -- Gerry Baby Products Co. is recalling "Good Vibes"
infants carriers with model numbers 037 and 038 that were sold in
Army and Air Force exchanges after September 1993, and AAFES
officials say customers should stop using these carriers
immediately. Gerry reports show that some of the white plastic
handles may break, resulting in possible injuries to children.
These models were manufactured in the second week of September
1993. The date codes are two small circles located on the back of
the handles. The left circle has a 93 with an arrow pointing to
the nine. The right circle has an arrow pointing to a number two,
indicating the second week of the month.
For free replacement, CONUS customers should call Gerry at
(800) 403-6633. Overseas customers should return the carriers to
their local AAFES exchange for a full refund.
